Standards and guidelines

Standards give a project numbers it can be measured against, which research alone rarely does. They are scored normative in this corpus for a reason: a threshold tells you what is required, not what is true.

Meeting a ventilation standard does not demonstrate a cognitive benefit, and a room can satisfy every comfort criterion separately while still imposing a cumulative load. Compliance and mechanism are tracked apart.
